Photoshop Elements is really made up of two programs that work together—the Organizer and the Editor—and as a result, you can open a photo for editing in two ways. If you want to edit a photo independently of the Organizer, you can open the file directly from within the Editor.

Does Adobe Photoshop Elements 12 work with Windows 10?

Photoshop Elements is not compatible in Windows 10. You need to install with compatibility mode. RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window.
